Bug out plans are great but if the roads are essentially shut down due to emergency how are you going to leave your house or disaster location to go anywhere?
If you are in a large civilian population location I don’t see how you are going to go anywhere except on foot which could be extremely risky and there is a whole slew of problems with that scenario.
I’m sure you intend to address this problem.
